Training for the GAD of Morona Santiago for the implementation of the LIS

PROAmazonía, a national government program with UNDP support, contributes to capacity building for the implementation of the LIS and its application in local governments.

Based on the provisions of Agreement 006-2018 which states the “Reform to the technical standard for the creation, consolidation and strengthening of the Local Information Systems (LIS),” during the week of July 5 to 9, 2021, training was provided to technicians of the directorates of the cantonal GADs of Huamboya, Palora and Tiwintza of the province of Morona Santiago for the implementation of the LIS. This activity was aimed at technicians from PROAmazonía’s territorial development plans of Morona Santiago and Pastaza.

Two work sessions were held, respecting the biosecurity and social distancing measures. In the first session, a plenary session was held to analyze and diagnose the status/situation of the GADs in relation to their LIS and information management.  Subsequently, we worked individually with each technician in order to define the priority indicators framed in their functions within the directorates they represented. The purpose of this is to generate a baseline to continue the work for a new phase.

This practice will make it possible to identify information needs according to the competencies and areas of action of the cantonal government, improve communication channels and orderly access to information. It will also establish mechanisms for the flow of information and an articulating entity, strengthen the capacities of technicians, renew information processes through the efficient use of material and human resources, and strengthen the multilevel relationship with the different actors in the territory.

In addition, it will allow reforming the work carried out between PROAmazonía and the GADs by generating a tool to monitor and evaluate the fulfillment of goals based on LIS indicators in compliance with the Land Use and Development Plan (PDOT) that was worked on jointly.

PROAmazonía will continue to coordinate the training work with other GADs prioritized by the program and will help maintain the technical assistance initiated in the province with the GADs of Huamboya, Palora and Tiwintza.
