Planning for indigenous peoples and nationalities moves forward

PROAmazonía contributes to the development of Life Plans for the Communities of the Ecuadorian Amazon. So far we have worked on five life plans in the provinces of Morona Santiago, Orellana, Sucumbíos and Zamora Chinchipe. The life plans are planning instruments of the indigenous peoples and nationalities, which are built through a participatory and consensus process, in which the needs, objectives and goals of the communities are identified. Its formulation and management is focused both in articles 26, 63, 65 and 66 of the Amazon Law as well as in the extraordinary Resolution 004-2019-004 of the Amazon Development Council that approved the “Constitutive Elements for Life Plans,” a document formulated between the Secretariat of the Amazon and CONFENIAE with the support of MAATE and MAG; through PROAmazonía.

In compliance with the agreement between MAATE, MAG and CONFENIAE, between July 7 and 9, 2021, at the CONFENIAE headquarters (Unión Base, Pastaza canton), PROAmazonía presented to the territorial leadership, Nanki Wampankit, all the activities carried out, responsible teams and results of three life plans (Shuar Sevilla Don Bosco, Yamanunka and Kichwa San Francisco de Chikta) for technical feedback.

Provincial technicians from PROAmazonía participated in the events accompanied by the leaders Edwin Awak and Silvio Kasep from the Yamanunka community, Abraham Wizum from the Sevilla Don Bosco Shuar Association, Iván Shacaimia from the Interprovincial Federation of Shuar Centers (FICSH), César Pelileo representing the Kichwa community San Francisco de Chicta, Carlos Jipa of the Federation of Communities Union of Natives of the Ecuadorian Amazon (FCUNAE) and Carlos Pirush of the Shuar Federation of Sucumbíos (FEPCESH-S).

The main milestones presented were:

  • Free and informed prior consultation
  • Community census
  • Workshops on constitutive elements (territory, bioeconomy, multiculturalism, sacred basins, autonomy and governance)
  • Final document and layout

 

The observations of the attendees who participated in this meeting contributed to the editing of texts, messages, illustrations and layout that will be modified by PROAmazonía for subsequent approval and planning of official delivery events.

 

Subsequently, PROAmazonía will organize training workshops for the leaders of the beneficiary communities in the management of their life plans with institutions that intervene in their territories, mainly Decentralized Autonomous Governments (GAD), Ministries, public and private companies, Non-Governmental Organizations (NGOs), among others.

 

The life plans contribute to the recognition of ancestral territories and the self-determination of peoples and nationalities by strengthening interculturality for conservation and sustainable development.
